The Cluster approach is designed to support the remediation and/or development of a number of sites located in relative close proximity by sharing an Environmental Permit for treatment, located on a single site – the Hub site.
Cluster projects have three guiding principles in that they are:
- Temporary – operate only as long as the sites are being remediated / developed.
- Local – in terms of geographical distance, relative savings, practicality etc. for each site.
- A more sustainable way of developing land.
This guide sets out the various roles and responsibilities of people and organisations within a functioning Cluster.
The interrelationships of different parties and the required documentation are illustrated by comparing a hypothetical Cluster project and a standalone ‘traditional’ remediation project.
The different contractual arrangements that may be required are identified and explained, as well as relevant insurance products.
This guide identifies the issues associated with the design of a project and the considerations that will influence the choice of remediation technology.
Town and Country Planning issues have been reviewed and different scenarios are illustrated.
The need for flexibility in relation to relative timings of import, export and phasing of operations has been highlighted. This is an important factor if the greatest number of sustainable benefits of operating Clusters are to be realised.
