Asbestos in Soil Training
To support the publication of the Joint Industry Working Group’s Control of Asbestos Regulations 2012: Interpretation for Managing and Working with Asbestos in Soil and Construction and Demolition (C&D) materials: Industry Guidance (shortened name CAR-SOILTM), CL:AIRE has launched a package of training courses across the UK.
CAR-SOILTM is the authoritative document interpreting the Control of Asbestos Regulations 2012 (CAR 2012 or the Regulations) as applied to working with ground materials contaminated by asbestos, having been prepared with the support of the Health and Safety Executive. It presents the definitive explanation of how the legal requirements of CAR 2012 have been interpreted to apply to work with asbestos contaminated soil and C&D materials.
The guidance in CAR-SOILTM is underpinned by the fundamental requirements expressed in the Regulations, in relation to the protection of employees from risks related to exposure to asbestos, but is set within a carefully considered framework designed specifically for soil and C&D materials.
The three CL:AIRE training courses launched are:
SUITABLE FOR: Ground Investigation Practitioners, surveyors, developers, housebuilders, contractors and site owners.
CL:AIRE is offering a 1 day course that will explain in detail the requirements of CAR 2012, HSE ACoP and guidance L143, in the context of the new guidance set out in CAR-SOILTM, for persons working on sites with soil and/or C&D materials contaminated with asbestos.
This course assumes that participants do not already have demonstrable in-depth knowledge of HSE ACoP and guidance L143.
Course Objective
To provide a detailed overview of the requirements of CAR 2012, HSE ACoP and guidance L143 and CAR-SOILTM in the application of CAR 2012 for sites with soil and/or C&D materials contaminated with asbestos. The course will also provide an insight how these key differences were developed in conjunction with HSE.
This course is an essential introductory learning package for environmental and construction professionals engaged on investigating, assessing, remediating and developing sites that are contaminated with asbestos. The course may also be applicable to waste management professionals engaged in recycling C&D materials that may be contaminated with asbestos.This course qualifies towards your Continuing Professional Development (CPD), a certificate of attendance will be provided on completion of the training.
For employees/self-employed persons that may be required to undertake work on or in ground and/or C&D materials that may potentially be contaminated with asbestos, including ground investigation practitioners, surveyors, construction/remediation contractors and materials recycling contractors.
CL:AIRE delivers this course in two formats:
- Short Day (approximately 6 hours) inclusive of a multiple choice examination under exam conditions - class room based at companies own office.
- E-Learning (approximately 5 hours including further reading) inclusive of a multiple choice examination.
Asbestos Awareness in Soil Training Course Details
AIM
Asbestos Awareness training is intended to give workers and supervisors the minimum information they need to avoid work that may disturb asbestos during any normal site operations which could disturb asbestos in the ground or in C&D materials. Asbestos Awareness training will not prepare employees or self-employed persons to carry out work with soil and C&D materials contaminated by asbestos. If a worker is planning to carry out work that will disturb asbestos containing materials, further information, instruction and training will be needed.
Asbestos Awareness training should be given to those workers in the construction and allied trades where, as a result of working on soil and C&D materials that could potentially be contaminated by asbestos may become exposed during their work. This includes, but is not limited to:
- geoenvironmental consultants, land surveyors and other such professionals.
- ground investigation workers;
- construction workers;
- groundworkers;
- construction plant operators;
- land remediation contractors and
- waste processing and recycling plant operators.
OBJECTIVES
To explain the properties of asbestos and its effects on the health of individuals, the types, forms and potential occurrences of asbestos and asbestos containing materials (ACMs) in soil and C&D materials, the general procedures to be followed in the event of an emergency and how to avoid the risks from ACMs. The course will also provide candidates with awareness and developed knowledge of the hazards and risks posed by ACMs. The course also provides an overview of the legislative measures in place to permit employees to safeguard themselves and others affected by work activities, as well as an overview of the specific guidance for soil and C&D material applications as set out in CAR-SOILTM.
This course qualifies towards your Continuing Professional Development (CPD), a certificate of attendance will be provided on completion of the training.
For employees/self-employed persons that undertake Non-Licensable Work on or in ground and/or C&D materials as defined in CAR-SOILTM that is or may potentially be contaminated with asbestos, including ground investigation practitioners construction/remediation contractors and materials recycling contractors.
1 Day inclusive of a multiple choice examination under exam conditions
Non Licensable Work Training
This course has have been designed specifically to support all those managing and working with soil and C&D materials affected by asbestos, in order to facilitate compliance with the Information Instruction and Training requirements proscribed by Regulation 10 of CAR 2012. HSE advice is:
“Every employer must make sure that anyone who is liable to disturb asbestos during their normal work, or who supervises those employees, gets the correct level of information, instruction and training so that they can work safely and competently without risk to themselves or others.”

*All delegates MUST be able to demonstrate that they have attended an Asbestos Awareness training course which satisfied the requirements of Regulation 10 of the Control of Asbestos Regulations 2012 and the supporting Approved Code of Proactice L143 "Managing and working with asbestos", and achieved an examination pass mark.
The Asbestos Awareness training course may have been delivered online or face-to-face and may be evidenced by means of a certificate and/or a signed and authenticated copy of the individual's formal Training Record. If the Asbestos Awareness training course has been taken more than 12 months prior to booking on this NLW course, the certificate and/or Training Record must be accompanied by documented and verifiable refresher training that has been delivered to the candidate in the last 12 months.
If you do not have this evidence or have not already attended an Asbestos Awareness Course you can book on the Asbestos Awareness course that immediately precedes the NLW course.
Attainment of the learning outcome for the NLW qualification will be assessed by a multiple choice examination consisting of 30 questions under exam conditions.
Candidates will be required to achieve a score of at least 23 out of 30 (77%) in the examination. Failure to achieve this will result in the candidate being required to re-take the examination under exam conditions on the same day. If a candidate further fails the second attempt then they will be required to re-sit the course in its entirety.
Legislative Requirements
In addition to the asbestos awareness training, employees whose work will reasonably foreseeably or knowingly disturb soil and C&D materials contaminated by asbestos, and which is defined as non-licensed work (NLW) or NNLW, should receive additional task-specific information, instruction and training. Employees may include those who undertake ground investigations practitioners, construction/remediation contractors and materials recycling contractors.
'Work with asbestos' is defined in the Control of Asbestos Regulations 2012 and includes work which removes, repairs or disturbs asbestos, work which is ancillary to such work (ancillary work) and supervising any such work (supervisory work). For soil and C&D materials that may be affected by asbestos contamination, work which removes or disturbs asbestos may include:
- demolition of above-ground and subsurface structures;
- land remediation work, including asbestos removal;
- excavations and earthworks;
- ground improvement operations;
- installation of foundations;
- production and use of recycled aggregate from demolition arisings;
- ground investigations and surveys;
- monitoring activities, including air sampling;
- maintenance operations that could disturb asbestos, e.g. installation of underground utilities, erection of fencing, landscaping activities.
Course Aim
The Non-Licensable Work (NLW) with asbestos, including Notifiable Non-Licensable Work (NNLW) training, is aimed at workers whose work will require them to disturb asbestos-containing materials and therefore will need this level of information, instruction and training. This includes but is not limited to:
- geoenvironmental consultants, land surveyors and other such professionals.
- ground investigation workers;
- construction workers;
- groundworkers;
- construction plant operators;
- land remediation contractors
- waste processing and recycling plant operators.
The Non-Licensable Work (NLW) with asbestos, including Notifiable Non-Licensable Work (NNLW), training covers the following:
- how to make suitable and sufficient assessments about the risk of exposure to asbestos in the ground
- safe work practices and control measures, including an explanation of the correct use of control measures, protective equipment and work methods
- selection and appropriate use of protective equipment
- waste handling procedures
- emergency procedures
- relevant legal requirements
- circumstances when non-licensed work may be notifiable (i.e. NNLW)
Course Objective
To provide delegates with the knowledge, understanding and skills to undertake work in ground and C&D materials that are contaminated with asbestos, which may be classed as NLW. Successful completion of the course will allow competent persons to undertake this work in accordance with Regulation 10 of CAR 2012 and CAR-SOILTM.
